The United Kingdom and France to Deploy Troops to Ukraine should a Ceasefire Accord is Finalized

The UK and France have signed a statement of purpose concerning the deployment of military forces in Ukraine should a peace deal be made with Moscow, the Prime Minister of Britain, Starmer, has stated.

After discussions with Kyiv's partners in Paris, he said that the allies would "establish military hubs in various parts of Ukraine and build protected facilities for military hardware and equipment" to discourage any future invasion.

The coalition members also put forward that the United States would take the lead in monitoring a halt in hostilities.

The Kremlin has on multiple occasions warned that any external forces in Ukraine would be considered a "acceptable aim", but has so far not responded on this recent declaration.

Context and Continuing War

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Russia currently controls about 20% of the country's land.

"This constitutes a crucial element of our commitment to stand with Ukraine for the long-term," stated the British leader.

National leaders and senior officials from the "Coalition of the Willing" took part in Tuesday's talks.

Addressing reporters at a joint press conference, he further said: "It establishes the framework for the juridical structure under which British, French, and partner forces could operate on the ground in Ukraine, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years ahead."

The PM went on to say that the UK would be involved in any Washington-directed confirmation of a prospective truce.

Protection Pledges and Negotiation Stances

Senior Washington representative Steve Witkoff stated that "long-term safety pledges and strong economic promises are essential to a enduring ceasefire" in Ukraine – alluding to a central demand made by the Ukrainian government.

He indicated the partner nations had "substantially agreed on" their work on agreeing such assurances "in order that the Ukrainian people know that when this war ends, it ends forever."

Donald Trump's son-in-law, former American President Donald Trump's special envoy, also took part in the talks.

At the same time, French President Emmanuel Macron stated that Ukraine's allies had made "major advances" at the negotiations.

He said that "robust" defense assurances for Ukraine had been agreed in the case of a potential ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "significant advance" had been made in the negotiations, but added that he would only view efforts to be "enough" if they culminated in the cessation of the war.

Earlier, the Ukrainian leader indicated a settlement was "largely prepared". Finalizing the remaining 10% would "decide the future of the agreement, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the forefront of ongoing disputes for diplomats.
  • The Russian President has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will occupy it, refusing any compromise over how to end the war.
  • Kyiv has so far rejected giving up any land, but has floated the idea that Ukraine could move its forces to an mutually accepted point – but only if Russia follows suit.

Russian forces currently occupies approximately 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The pair of oblasts form the area of Donbas.

The initial US-led multi-point framework that was extensively reported to the media last year was perceived by Ukraine and its European allies as being disproportionately favorable in Moscow's direction.

This led to weeks of focused discussions – with Ukraine, the US and European leaders trying to adjust the proposal.

Last month, Ukraine sent the US an new proposal – as well as additional documents detailing prospective defense assurances and provisions for Ukraine's rebuilding, Zelensky added.
